Theintroductionoftheconceptofcitizenshipmakesitanecessaryconcepttoworkonanintegratednationalunityinlightofthechallengeswearegoingthrough,andmakecitizenshipanideaasaformofnationalcohesioninrepellingthemanyattacks.Thecitizenisthefirstgoalasitisconcernedwithnationalachievement,becauseitsabsencefromthecitizenisunderstandableandbehavioralistheabsenceofnationalunity.Inaddition,citizenshipisamajorfocusofmoderndemocratictheoryandpractice.Itisthebasisforthepromotionofdemocracy.Intheabsenceofcitizenship,democracyleadstoethnic,sectarian,andreligiousoutcomes,whicharebasedonthepublicinterestandtheresultingpoliticalandsocialpisionandinstability.Itisimpossibletotalkaboutcitizenshipinthe21stcentury,inisolationfromcivilsocietyandthemodernnationalstate,thestateoflawandinstitutions,asanecessaryintroductiontothedemocraticstate.Citizenshipisitsbasicfoundation:Equalityandfreedomarewhatmakedemocracyacommunicationsystemopentoahumanhorizonasmuchasitisopentogrowthandprogress.Theconceptofa“globalcitizen”isstillemerging.Inthepoliticalanddiplomaticlanguage,peoplearestilltalkingabout“statenationals”andthe“stateofcare”thatcarefortheinterestsoftheircitizensanddefendtheirrightsnotonlyintheirterritorybutalsowherevertheyare,throughtheirembassiesandconsulates.
