摘要
Thepaperdemonstrateswhyitisnecessarytotaketherestorationofmarinecoastalecosystemhealthasanewgoalforintegratedcatchmentmanagement,incoastalareaoftheToloHarbour.Thepresentgoalofintegratedcatchmentmanagement(ICM)intheToloHarbouristomeetwithWaterQualityObjectives.TheperformanceofanICMplan,ToloHarbourActionPlan(THAP),isevaluatedbyusingmarinecoastalecosystemhealthindicatorsincludingstressindicatorsandresponsesindicators.SincetheimplementationofTHAPin1988,somesignificantreductioninpollutionloadinghasbeenobserved-reductionof83%ofBODloadand82%ofTNbetween1988and1999.TherehasbeenanimprovementinthehealthstateofToloHarbourmarinecoastalecosystemasevidencedinthetrendsofthephysical,chemicalandbiologicalindicators,althoughsomereversefluctuationsinsomeperiodsexist.However,thiscanonlybeconsideredasthefirstsignoftheecosystemhealthrestoration,sinceecosystemhealthco
