简介：Since1980s,theSRBhasbeenlonglastinghighinChina,despitea6-yearcontinualdropfrom2008.Moreover,highSRBisdeterioratingwiththebroadeningingeographicdistribution,expansioninthecumulativedifferencebetweenbothsexesandtheincreasingdifficultiesinthecombatagainsfillegalfetalsexidentificationandsex-selectiveabortion'.Giventhesechallengingfacts,theCentralGovernmenthasbeenguidingallprovincestocarryoutcomprehensivecontrolandimplementprogramsledbypartyandgovernmentleaders,suchasadvancedgendercultureconstructionprogram,ladypriorityandpreferentialprogram,medicalandhealthmarketpurificationprogram,appraisal&assessmentsystemconstructionprogram,andfull-coursematernalserviceprogram,whichhavewellcontributedtothecomprehensivecontrolofhighSRB.Still,thesepracticesarefacedwithsuchproblemsascomprehensivecontrolinitiativesremaininginthetransitionstagefromactionleveltoinstitutionallevelandstatisticaldatabeinginadequatetoassesstheobjectivesituations.ExperienceshowsthatthecomprehensivecontrolofhighSRBrequiresthedevelopmentofasophisticatedinstitutionalmechanismseekingbothtemporaryandpermanentsolutionsandthecardinalrulesofrulingbylaw,resolvingthecurrentproblemsandeliminatingtherootcauses,andcarryingoutscientificandprognosticcontrol.Byputtingintoimplementationtheorganizationalleadership,appraisal&assessmentandfamilyservices,wewouldbeabletoputhighSRBundercontrol.
