简介：全球人口结构在21世纪进入了整体化的质变阶段,即人口老龄化时代已经到来。许多发达国家,在长期人口负增长时期后,进入了人口超老龄化阶段,其社会保障政策也转向了更关注老年人口的照料和护理方面。据预测,本世纪中叶我国老年人口数量将达到峰值,超过4亿,而我国对老年人长期护理服务的供给还存在诸多问题。本文以公共产品理论为基础阐释长期护理社会保险的性质和特点,通过分析上海市和青岛市两大试点城市制度的实施现状和存在的问题,并借鉴德国和日本长期护理社会保险制度实施的成功经验,提出合理构建我国长期护理社会保险制度的建议。
