摘要
Themarket-basedincentivemechanismofpaymentsforforestenvironmentalservices(PFES)seekstocapturepartofthebenefitsderivedfromforestenvironmentalservicesandchannelsthemtoforestresourceowners/managerswhogeneratetheseservices,thusincreasestheirincentivestoconserveandmanageforestresources.ThispaperexaminessomeofthemostimportantethicalissuesentailedbyPFESmechanism.TheanalysisshowsthatPFESmaynotalwaysbenefitthepoorduetothecomparativedisadvantagesofthepoorandthecomplicatedcharacteristicsofforestecosystemservices.ItisimportantandurgenttotakeethicaldimensionsintoaccountinthePFESapproachesanddesignanddevelopthepro-poorpaymentmechanisminordertoachievethetwoobjectivesofforestconservationandeconomicdevelopment.
