摘要 OnOctober29,2011,anumberofcitiesandprovincesinChinawerechosentohostpilotlocationsforcarbonemissionstradingsystems.Beforeacarbontradingmarketcanbefunctional,carbonemissionallowancesneedtobeallocated.Thismakesthecarbonemissionsallowanceallocationschemecruciallyimportantasitgoesalongwayindecidingtheefficiencyandfairnessofthecarboncap-andtrademarket.Althoughithasbeenprovedthatallocationbyauctionisthemosteffectiveway,Shenzhencityasoneofthetradingpilotswillallocatecarbonallowancesfreeofchargeattheinitialstage.TheEuropeanUnion’s(EU)freeallocationsystem,aproduct-basedbenchmarkschemeforthemanufacturingindustryimplementin2013,isnotfeasibleforShenzhenduetothelackofdataataproductlevel.Thereforethetargetofthispaperistoexploreanewallocationschemewiththedataatafirmlevelotherthanthegrandfatheringschemetofillthegap.Inthispaper,acarbonintensitybasedallocationschemeisdevelopedbyusingtheBoltzmanndistributionandGail-Shapleygame.Inthefinalpartofthereport,firmleveldatafrom2010to2011offirmsinShenzhen,Chinaareusedtoverifytheeffectandfitnessoftheallocationscheme.
